Thousands of Detroit Area Ballots Might Remain Uncounted in Stein's Recount

If only the voting issues would have been fixed in 2009 & 2013 there is a chance Hillary Clinton could have won Michigan. Clinton as a candidate lost Michigan by 10,704 votes. Or likely the amount of precincts not able to be counted by State Law, in Detroit.
Detroit residents voting is not the problem, in the least. Residents of Michigan largest city stand in line each Election Day, as other voters in the State, with an expectation their votes will be counted.

Unfortunately, the latest information from the Detroit News proves beyond a shadow of a doubt, Detroiters have a 59% chance their votes might not be counted at all.

According to the Detroit News, 392 of the City of Detroit's 662 precincts are unavailable for recounted due to ballot numbers not matching poll book data:
"..In heavily Democratic Detroit, where the number of ballots in precinct poll books did not match those of voting machine printout reports in 59 percent of precincts, 392 of 662," according to the Detroit News. 
According to state law, precincts whose poll books don’t match with ballots can’t be recounted. If that happens, original election results stand".
Out of Detroit's 508,823 citizens registered to vote with 495,911 of Detroit's residents voting on November 8, 2016, leading to an overall voter turnout of 48.78% - 59% or 292,587 votes remain uncounted due to grave election clerical and training errors within Michigan's largest populated city.

A point of note: Democratic Presidential Candidate Hillary Clinton lost Michigan in total by 10,704 votes and the City of Detroit leans heavily Democratic in nature.

The issues with accurately counting votes in vastly populated Detroit, Michigan is not new. However, these issues are only revealed under a Recount scenario.

During the City of Detroit General Election in 2009, Candidate Tom Barrow requested a recount in Mayoral race. What was found during the Recount consists of the following according to Barrow:
"In the 2009 recount, a 100% of the city's 44,215 absentee ballots could not be recounted along with an additional 21,549 from neighborhood precinct polling site where only 9,000 ballots would have altered the result between the two contenders, Dave Bing and Tom Barrow," said Citizens for Detroit Future (CFDF) President and former 2009 Detroit Mayoral Candidate Tom Barrow. 
"...We encountered numerous empty poll boxes that were counted only on the city's computer; uncovered 100s  and 100s of cases where security seals numbers did not match that placed there by election night workers and watched as the City Clerk's representative falsified a list in a desperate attempt to cover up the irregularities, a list which the Wayne County Board of Canvassers rejected as fake." 
With the latest election held on November 8, 2016, Daniel Baxter, elections director for the City of Detroit claimed to the Detroit News, precinct poll books failed to match numbers printed on voters ballots.
"It’s not good,” conceded Daniel Baxter, elections director for the city of Detroit to the Detroit News.
During the 2013 Detroit Primary Mayoral Election, another questionable occurrence happened with City Residents votes, as then Candidate Tom Barrow found during a second requested recount.
"In 2013, a handwriting expert reported that 42% of the write-on ballots were in the same or similar handwriting while recount teams revealed numerous incidents of more ballots being counted than people recorded on the poll books. Also revealed from a surprise subpoenaed printer's manifest, was that the City Clerk had authorized printing some 35,000 extra absentee ballots which were never located," said Barrow. 
In fact, sworn eyewitness testimony of a late night team carrying laptops into a polling location was short-circuited when the County Board of Canvassers abruptly ended their term and the required investigation leading to an unprecedented rebuke by the Michigan Attorney General's office" said the CFDF president."
Difficulties reconciling votes cast in the City of Detroit appear on the surface are not found unless a recount is requested and paid for by a candidate in the race in question. Michigan's Board of Canvassers certified the Statewide vote on November 28, 2016, an hour after beginning the Board's 2:02 pm ET public meeting.

It remains unknown if the State Board of Canvassers knew or were notified upwards of 392 precincts in Michigan's largest city of Detroit were unable to be counted due to inaccuracies with polls books and ballots cast.

Unless some way exists to count Detroit's 392 precincts, along with another outstanding 218 precincts in Wayne County, questions will continue to exist on who really won Michigan's General Election on November 8, 2016 - to was it Democrat Hillary Clinton or Republican Donald Trump.

According to Detroit resident Tom Barrow, if Michigan's Election cannot be accurately counted, the next step to file what is known as a legal Quo Warranto action in Federal Court.
"Jill Stein or Hillary Clinton now need only file a Quo Warranto action because the number of unrecountable ballots is so incredibly greater than the difference she lost the whole state of Michigan by and get are only in Wayne County," said Barrow to Independent Underground News & Talk.
According to Cornell University Law School (CULS), a Quo Warranto action is sought to determine if an individual has a legal right to hold office.
"Latin for "by what warrant (or authority)?" A writ quo warranto is used to challenge a person's right to hold a public or corporate office. A state may also use a quo warranto action to revoke a corporation's charter," CULS noted.
For the Electoral College to be challenged, Green Party Candidate Jill Stein would need to be successful in invoking a Writ of Quo Warranto not only Michigan but equally, Wisconsin and Pennsylvania, where Stein has filed paperwork for recounts if ballot integrity questions can be verified.
