The Duties of Congress include passing laws and controlling the American Government fiscal purse.

What's a Leave?

We've established following the Jefferson Manuals, what a Motion or Leave is defined as and the Constitutional Powers existing in America's U.S. House and U.S. Senate, any elected member of the Chamber should be able to bring a bill to the floor for consideration.

The rules of the House was changed to only allow the House Speaker or his Designee to motion a bill to the floor. In this case, Congressman Van Hollen's (D-Maryland) sought reopen the Government by adopting the Senate Amendment to the House Joint Resolution 59, allowing a full House vote to end the shutdown .
As noted above any U.S. House member should be able to motion a bill to be considered before the floor for a vote. Yet, H.R. 368 ONLY allows for the Speaker and his of her designee to do so to KEEP the Government SHUTDOWN.
Thus, we the People of the United States of America have a full blown Constitutional Crisis on our hands.
