UPDATE -- October 17, 2013 @ 12:15 pm:
DailyMail.co.uk has identified the U.S. House Stenographer who had a mental meltdown outburst on the Chamber floor late Wednesday evening:
"Members of Congress were celebrating on the House floor after finally putting an end to the government shutdown last night but that was not the end of another fight for the stenographer. The woman, identified as Dianne Reidy. She was interviewed by Capitol Police before being sent to a hospital for a mental health evaluation."
UPDATE--October 17, 2013 @ 12:35 pm ET
It appears Ms. Reidy was of sound mind and body during her outburst on the US House Floor. The New York Post reports Reidy, a Congressional stenographer, told a Fox News early Thursday morning that "God made her" do what she did on Wednesday evening:
“For the past 2 and ½ weeks, the Holy Spirit has been waking me up in the middle of the night and preparing me (through my reluctance and doubt) to deliver a message in the House Chamber,” stenographer Dianne Foster Reidy told Fox News’ Chad Pergram in a statement. “That is what I did last night.”
Watch the video below closely to observe this U.S. House staffer member being dragged off the Chamber floor around the .30 minute mark.
As for what the crazy lady said listen to a Soundcloud recording from @toddzwillich below.

Despite "Molly" displeasure with the passage of HR 2775, her outburst clearly proves House Republicans were heading in the wrong direction by proposing to end Congressional staff employees medical and mental health treatment options provided by President Barack Obama's Affordable Care Act.
“He [God] will not be mocked,” the stenographer, apparently named Molly (see update above), yelled into the microphone as she was dragged off by security. “The greatest deception here is that this is not one nation under God. It never was. It would not have been. The Constitution would not have been written by Freemasons. They go against God. You cannot serve two masters. Praise be to God. Praise be to Jesus.”
By the way, the President signed HR 2776 into law around 1:00 am ET Thursday morning.
