 On Friday, March 1st, Michigan Governor Rick Snyder (R) announced his intent to put a "Emergency Financial Manager" to run the State's Largest City and Automobile Capital of the World, Detroit, Michigan.
The financial problems of Detroit are not new. The City has been struggling for at least a decade declining population growth & losses in property taxes. Meanwhile, for years the State of MI has owed Detroit up to $500M in State Shared Revenue and lagging City Water Department debts while they seek to total control this locality. 
Knowing a Financial Manager is less than two weeks away from taking over all City functions, should Detroit's Elected Leaders began a process of municipal bankruptcy proceedings for the City, early next week?

• We'll review how municipal "Chapter 9" bankruptcies have worked out in Stockton and San Bernardino, California, along with Jefferson County, Alabama to see if any of these "bankruptcies" have made their financial emergencies worse or better.

• Review the timeline of Detroit receiving an Emergency Manager and why the appeal date deadline of March 12, 2013 mentioned during Gov. Rick Snyder's (R) press conference has more than one significant meaning.
