Former Pontiac EM Michael Stampfler; Public Act #4 is flawed public policy

Are the cards holding Gov. Rick Snyder's push toward Emergency Managers or forced Consent Agreements falling down around him?

On Tuesday, April 17th, former Emergency Manager of Pontiac, Michigan Michael Stampfler went on the record stating Public Act #4 fails, and is likely to make financial conditions worse in cities, townships, school districts and counties prior to appointing an E.M.

Stampfler, who has a extensive resume in Public Administration, believes Emergency Managers leave dismantled communities in their wake and fail to solve the so-called 'financial crisis' they're hired to do.
"I do not believe EMs can be successful -- they abrogate the civic structure of the community for a period of years then return it virtually dismantled for the community to attempt to somehow make a go of it," Stampfler stated to The Rotary Club of Wyandotte. " 
"The program provides no structure for long term recovery, and that is why most communities slide back into trouble, if they experience any relief at all -- a vicious cycle. The Public Act is not sufficient and the state bureaucracy isn't up to a performance offering any significant success -- as can be noted from the communities repeating."
Communities taking second turn at the wheel of Emergency Financial/ Emergency Management include Pontiac, Flint, Detroit Public Schools and Benton Harbor, Michigan, as each locality or school district was under State Government authority during former Gov. Jennifer Granholm's administration with Public Act #72 of 1990.

Gov. Rick Snyder on March 16, 2011, less than three months after being sworn into office, signed into law Public Act #4. By signing this act, Gov. Snyder gave the state unilateral authority over government related affairs of a city, township, county, village or school district when review board he appoints, rules the locality is facing a 'financial emergency'.
